Your competition is already preparing. Are you winning?
We partner with global health, federal, and biopharma organizations to sharpen their competitive edge — crafting winning proposals, building BD pipelines, and leading multicultural teams from capture to award.
Most organizations already have the talent and the track record. What they lack isn’t effort — it’s a proven system to turn that record into proposals that win consistently.
Dr. Farouk Umaru brings 20+ years of federal, donor, and private-sector proposal leadership — designing win strategies, leading Pink and Red Team reviews, and building the diverse, high-performing proposal teams that deliver on deadline and outcompete the field.
Our Competitive Growth Services
Six proposal and capture capabilities move your organization from opportunity identification through award. A seventh, fractional executive leadership for quality and regulatory affairs, keeps what you build once you have it.
We work with your BD team to identify, qualify, and prioritize opportunities — building a funded pipeline that aligns to your strategic growth goals and organizational capacity. We map the competitive landscape, assess bid/no-bid decisions, and develop your pursuit strategy early enough to matter.
We design your win strategy before the solicitation drops — analyzing the customer’s priorities, evaluating your competition, identifying your discriminators, and building the narrative that positions you to win. We conduct competitive intelligence and help you outposition the competition compliantly.
From kickoff through submission, we manage your entire proposal process — including the compliance matrix, outline development, writing assignments, color team reviews (Pink, Red, Gold), volume leads, graphics coordination, and final production. We bring structure and discipline to high-pressure deadlines.
We write and edit proposal volumes that are technically precise, evaluator-friendly, and strategically differentiated. Specializing in global health, supply chain, pharmaceutical, and public health programs, we translate complex technical approaches into narratives that score well under any evaluation criteria.
Winning a recompete takes more than strong past performance — it takes a proactive strategy built 12–18 months before the solicitation. We assess your vulnerability, strengthen your incumbent positioning, address evaluator concerns, and build the evidence base that makes your recompete proposal hard to beat.
We build and lead diverse, cross-functional proposal and program teams — spanning government, NGO, biopharma, and private-sector partners across multiple geographies. We bring the cultural intelligence, stakeholder alignment skills, and leadership experience to get complex consortia moving in the same direction, fast.
An FDA inspection is scheduled, a WHO Prequalification (WHO PQ) dossier is due, or a new market brings a new set of rules to satisfy, and none of it can wait for a full-time Vice President search that typically runs six months. Dr. Farouk Umaru fills that gap directly: senior quality and regulatory judgment, a few days a month, built on a 25-year regulatory career that started at the Ghana Food and Drugs Authority in 2000.
Fractional VP of Quality & Regulatory Affairs
An FDA inspection is scheduled for next quarter. A WHO Prequalification (WHO PQ) submission is due. A new export market means a new set of regulatory rules to satisfy, and none of it can wait for a full-time Vice President of Quality and Regulatory Affairs search that typically runs six months and carries a six-figure salary commitment. Farouk Consulting Services fills that gap directly.
This is fractional executive leadership: senior quality and regulatory judgment delivered a few days a month, embedded in your team rather than parachuted in for a single review. Dr. Farouk Umaru has spent 25 years building and running quality and regulatory functions, starting as a regulatory officer at the Ghana Food and Drugs Authority from 2000 to 2005, so the guidance comes from someone who has sat on both sides of an inspection, not just advised around one. Twenty-five years of regulatory judgment, available by the day instead of the year.
Dr. Umaru managed a national quality-control laboratory through its ISO 17025 certification in Namibia, then ran the laboratory portfolio for a 25-country PEPFAR supply chain program at JSI. From 2019 to 2021 he served on AMA Technical Committee 3 for medical devices, diagnostics, and emerging technologies, where he authored the committee’s five-year strategic plan. He holds a PhD in Public Health, an MSc in Pharmaceutical Quality Control Systems from KNUST Ghana, an MBA in Operations Management, a PMP credential, and an active U.S. Public Trust Clearance.
Two to four days a month of embedded advisory: calls, document review, and staff coaching, on a standing monthly cadence.
A defined project, such as an inspection-readiness audit or a WHO PQ dossier review, scoped and priced up front as a fixed fee.
A standing arrangement for senior judgment available on short notice, without a retainer’s fixed monthly cadence.
For retainer or on-call work. A defined sprint converts into a fixed lump-sum fee tied to specific deliverables, scoped and agreed at contracting rather than billed by the day.
Who this fits: small and mid-size diagnostics and biotech companies, especially those expanding into Africa or other regulated emerging markets, that need senior quality or regulatory judgment now but are not ready to carry a full-time executive on payroll.
From Opportunity to Award
Our five-phase engagement model gives your organization a clear, repeatable path to winning — whether you’re pursuing a new opportunity or defending an incumbent position.
We evaluate the opportunity, your position, and the competitive landscape to make a clear bid recommendation.
We build your win strategy, develop discriminators, design teaming structures, and begin customer intelligence.
We develop your technical approach, manage writing assignments, and produce evaluator-ready volumes.
We lead color team reviews — Pink, Red, and Gold — to confirm compliance, quality, and competitive strength.
We manage final production, submission, and post-award debrief — learning from every outcome to build your next win.
What Makes Us Different
Proposal consultants are not in short supply. Consultants who have led a $5B federal pursuit, secured €5M in donor funding, managed $150M+ in career contract value, and built winning teams across 30+ countries — while still running their own practice — are.
Dr. Farouk Umaru has not just written proposals — he has implemented the programs that resulted from them. As a program director and technical leader at Amentum, Credence, and USP, he knows what evaluators look for because he has delivered on those promises himself. That operational credibility is what makes our proposals credible.
We bring direct technical depth in global health supply chains, laboratory systems, pharmaceutical quality, PEPFAR programs, and USAID/CDC/GIZ-funded initiatives. Our technical writing doesn’t read like a consultant’s best guess — it reads like someone who has run these programs, because he has.
Winning complex international awards requires building and leading diverse teams — across governments, NGOs, biopharma firms, and local partners spanning multiple continents. We bring the cultural fluency, stakeholder alignment skills, and leadership experience to hold complex consortia together under proposal pressure.
Most organizations start their recompete strategy the day the solicitation drops. We start 12–18 months earlier — building the evidence base, shaping the narrative, addressing evaluator concerns, and positioning the team to make a compelling incumbent defense. We know what it takes to keep what you’ve earned.
